What is the purpose of Virginia Cost Share Program (abbreviated to "VACS")?
- The purpose of VACS is to provide cost share assistance in implementing and maintaining cost effective Better Management Practices (B.M.P.) that prevent erosion and improve water quality .
What do I need to qualify for for a Virginia Cost Share Program (abbreviated to "VACS")?
- The land, a minimum of 5 continuous acres, must be used in the production of agricultural, horticultural or forest products for market.
- The land must generate gross receipts in excess of $1000 per year over the last 3 years from the production or sale of agricultural, horticultural or forestry products.
- Eligibility is tied to the land, not the participants.
- If the land matches the above qualifications we encourage you to invite our Conservation Specialist(s) to make a field visit. It's free!
Are there upfront costs if I participate in a Virginia Cost Share Program (abbreviated to "VACS")?
- Yes, the land owner or manager is reimbursed for the cost of the project upon completion of the project.
- Your contractor may defer installation costs until you are reimbursed, however materials are generally paid upfront.
Do I have to pay for a field visit?
- No, we provide agricultural technical assistance at no cost.
I am not sure my concerns are something the district is able to assist with , can I still contact Monacan?
- Yes, if we are not able to assist, we will try to help you find the right source.
Does Monacan have equipment available for rent?
- No, some Soil & Water Conservation Districts have seed drills, we do not.
Does Monacan Perform Well Water tests?
- No, but the Goochland County office of Virginia Cooperative Extension, once a year organizes a well water test for the community, it is a very comprehensive test at a discounted rate.

V.C.A.P. : Virginia Conservation Assistance Program is an URBAN and SUBURBAN cost-share program that provides financial incentives and technical and educational assistance to property owners installing eligible Best Management Practices (B.M.P.'s) in Virginia’s participating Soil and Water Conservation Districts (S.W.C.D.'s). These practices can be installed in areas of your yard where problems like erosion, poor drainage, or poor vegetation occur.
